How do I link application? Keeps saying not found

I'm getting frustrated. I keep trying to link the paper application to an online account but to no avail. Keeps saying the application is not found.

I'm getting frustrated. I keep trying to link the paper application to an online account but to no avail. Keeps saying the application is not found.

It is notoriously difficult to link, I tried 20 times with different combinations and then it worked. Some ideas on how to link here:
