How do I get invited to apply online citizenship?

I know they will choose a random selection
but I am curious, lets say I am the one who is eligible for all the criteria for online citizenship (applying for only myself, etc)

like, does the government of Canada send you email all of a sudden and be like "congrats, you have been chosen to apply your citizenship online"??
how does the online applications start?

I know this question has been asked before but I don't really understand what it means to be "chosen to apply", maybe someone else could explain better.
