Please how can one apply for scholarships in Canada or access loans, ..I HAVE 14,000 CAD TO PAY

If you want a loan - you will need to obtain it from your home country (not Canada).

Scholarships are generally reserved for Canadian permanent residents and citizens. If you are studying at the Masters or PhD level there may be a few scholarships available - or you may be able to get funding by being a teacher's assistant. If you are studying below the Masters level, assume no scholarships are available.

sometimes there is a post for scholarship for both international and Canadian students at school (during the semester)
so check out website of your school or talk to your (international )student advisor.
