Im 18 and want to move to Manitoba from Washington state to be close to my family and become a police officer there. i dont have any work experience. how can apply to get a permanent resident card so i become a police officer

Are your family Canadian citizens or do they hold PR status?
 
If you have close family in MB, they may be able to sponsor you under the provincial nominee program, see http://www2.immigratemanitoba.com/browse/howtoimmigrate/pnp/pnp-family_support.html but you would have to certain requirements, one of them is you'd have to wait until you are 21.
