How can I get the cap-exemption?

I am a graduate student in Montreal and have finished half of my project. It is said that the temporary residents who are authorized to apply for CSQ can submit applications any time. But I always got error message saying the capacity is full when I tried to submit through Mon projet.
I also tried to call the office to see if there's any special permission to do that, and a lady told me the online system should be able to identify my situation and process my submission. Nonetheless, I still can't submit the application and get the same error message.

I doubt that I might make some mistakes in the forms. I appreciate if anyone who succeeded to submit with cap-exemption can give me some hints.

Did you enter your current degree information? That caught me when I was finishing the form.

P.S. If you're working on a thesis-based degree, you have to finish all your coursework to be considered as cap-exempt.
