Hy, im a foreign professional colleague graduated. how can i get a valid offer job and therefore a work permit? Which steps should i follow?

You need to apply for jobs through reputable web sites such as monster.ca, the Canadian Job Bank and Workopolis. To qualify to apply for a work permit - you will need both a job offer and approved LMIA from your employer.

I understand. But, why the LMIA is so difficult to get for foreigners? And why is easier when a foreign is approved by the FSW or similar?

It's difficult to get an LMIA because the employer has to prove that no Canadian could be found for the role and for this reason a foreign worker has to be hired. It's often very difficult to prove that there were no Canadians available to hire for the role. The LMIA process is in place to protect the Canadian workforce and give priority to Canadians looking for jobs.

Once a foreigner has been approved through FSW or another immigration program, recieves a PR visa and lands in Canada - that foreigner becomes a Canadian permanent resident and can apply for jobs in Canada without an LMIA (just like any other Canadian).
