So, if you prefer to travel by air, but have not yet rceived your PR card, why not confirm with the airline at time of purchasing the ticket that a COPR will do? Then get the airline to put it in writing.

If you look at a COPR it states it is single entry, and it is canceled when you "land"

The border officers will always accept it, however. It is only commercial carriers that might not. So Toby's idea is not so bad.

That being said, I don't understand why people in a situation where they need to travel without a PR card just don't get a travel document. It seems people are scared of or allergic to them or something. It is a fairly simple process, not very expensive, and that way you know for sure that you will have something acceptable to travel on.

some people are afraid that they will have their travel document denied. I personally do not see any reasons for them to be denied a travel document.
another possible reason can be that the visa office can be located in another country (as it happened in my case too) and they just don't want to travel because of distance and money involved.
 
The first one is not a concern. When you are a PR you have right of entry, and you will not be denied. There is really no exercise of discretion there.

The second one makes sense in certain situations.
