How can a US citizen move to Canada?

One of our community member who is in Canada is sick and had stroke recently. She has a daughter who is US citizen and live in USA. The sick mother is a Canadian Permanent resident and need help from her daughter. The daughter can come to her but cannot stay longer without employment. The question is can the daughter get work permit in Canada in order to help her sick mother?

I would appreciate if anyone can give a hint or encountered this case before.

The daughter needs to start by obtaining a full time job offer from an employer in Canada. If the job offer she receives is for an occupation that's on the NAFTA list, she can then go to the border and obtain a closed work permit tied to that specific employer. If the occupation does not fall under NAFTA, the employer must obtain an approved LMIA before she can apply for the work permit. The LMIA process is long and expensive for the employer (plan on 3-6 months) with no guarantee of approved.

Regardless, the first step is to secure a full time job offer from an employer in Canada.
