My little girl is from hong kong and has been turned down for immigration to canada but the mother and i are contesting this. my question to you folk is this... Even after being turned down for immigration would my little girl be able to come for visits? And if so when?

Sure, HKSAR passport is one of the visa exempted passports for entering Canada. She should able to visit Canada if she has a return ticket.

Except if the child has been refused as an Immigrant, then there is a good chance at the port of entry that she could be refused, as the IO may decide (with the refused PR application) that it is her intention to remain permanently rather than visit.
