Hello,

My friend is a Hong Kong citizen, her Canadian PR card expired in 2012 and she did not stay Canada long enough to fulfill the obligation as PR. Her father is very sick and she's desperate to see her dad the last time. Will she be refused for entry if she comes in by plane? How about if she goes to US first, then enter Canada by car? Worst case, can she come in as HK citizen and apply for a 30 day renewable VISA? Thank you for any advise!!
 
She can travel on her visa exempt passport. When she arrives at immigration, she can explain to them that she was a PR and would like to renounce her PR status and enter as a tourist, that is unless she wants to keep it in which case she would say she doesn't meet the RO and wants to appeal for her PR. However, she would not win an appeal unless she has good reasons for not meeting the RO.
