Is there any way I can invite my mom and my sister together in one application to visit me here in Canada? If yes, do you think it's a good idea? can they refuse both if one of them doesn't meet the required exigences?

How old is your sister? If over 22 then 2 separate applications. Good idea - only you know. They need to show funds, travel history and strong ties to home country. Are you a PR through economic or refugee stream? That is factored too if you claimed asylum.

Your posting history shows you garnered PR thru an asylum claim. The chances of your parents and or sister getting a TRV to visit are extremely slim. They’ll apply on THEIR merits and your history of how you received PR . The assumption is they’ll claim asylum as well.
I’d probably plan on meeting in a third country if you want a reunion
