As she is above age of 16 so age doesn't matter here. Just to be on safe side add the afidavit signed by her parents.

hmm can he apply for TRV once she turn 18 than apply for inland sponsorship ?It does in fact matter. IRCC will not process applications for spousal sponsorship applicants under 18. The applicant must be at least 18 years old at the time the application is received by IRCC.

The applicant must be at least 18 years old at the time the application is received by IRCC.
As a Canadian citizen you should have been aware that marrying a 16 year old (given it would take a while to apply and get denied) would be an issue. Curious whether you will continue having challenges with your marriage certificate given the laws in Canada and the fact that you are a Canadian citizen. On top of that what's the rush?
