Try the Parent sponsorship Thread. You may get some good advice there of how to apply for your mom and sister. You can sponsor through Parent sponsorship but for your sister to be eligible your mother mum be also. Parent sponsorship only opens once a year and that's in January. As for TVR I have no clue sorry . Hoping another member will come along and set you in the right direction.

What country is your mom from? For a TRV, she has to show ties to her country so that CIC will believe she will leave Canada before her visa expires.
