Help with B4 form (goods to accompany/ follow)

my wife (principle applicant), two daughters and I are going to have short landing in Feb 2016 and return to HK temporarily. Plan to come to stay in 2017.
We are preparing B4 form now.

is this form only filled in by principle applicant? importer's name = principle applicant
so my two daughters and I do not need to have B4 form filled at landing.
