I want to help my in-laws apply for a visitor visa. But the problem is that they were denied in their previous application due to lack of evidence about their ties to our home country.
Our situation:
I am a PR since 2010
My husband recently became a PR (I sponsored him)
We have a 14th month old baby girl
My mother-in-law is a stay at home mom for many years. She takes care of her grandchildren.
My father-in-law has been working for 30 years in a government branch in our country (Philippines).

I want to help them get their visa this time so that we can all be together and they can meet our baby girl.
Please kindly advise me on what to do since my inlaws are feeling hopeless about their visa. Also, do they still have a shot at having a visitor visa? (even though they were denied before?)
 
Yes, they can certainly reapply and might be successful if the application is satisfied by the visa office. What were there reasons for refusal in the previous application? What documents did they (and you as host) submitted?
