Apply Visitor Visa for In-Laws from USA

Hello,

I am currently residing in USA and would like to visit Canada for Tourism along with my Family and IN-LAWS. Can i apply Visitor Visa for my In-Laws from USA as they are visiting USA on a Visitor VISA or they need to get visitor VISA for CANADA from Home country(INDIA).
