HELP REGARDING STUDENT VISA CANADA...... experts help

i have done BCA with 65 percent (1 compartment)
and done MSc IT with 65 percent ( 3 compartments)
ielts 7 bands
knowledge of French also ( certificate of intermideate french course)

i want to apply for student visa canada... in Specialization networking course(fasttrack course)
can i apply under spp ? and what are my chances for visa?

what about backlogs? does they create any problem ?
