My wife works at District Sanitation department, which is referring to Waste Collection and Street Cleansing for the district. Is it considered a Government Position?

My wife works at District Sanitation department, which is referring to Waste Collection and Street Cleansing for the district. Is it considered a Government Position?

Who pays her? Is it a government or local government department? If so, then IMHO it is 'government' (i.e. civil service).
