Help reading GCMS notes NDVO

Hey all got the notes now need bit of help reading them. I applied for my wife's visa at NDVO on April 2013. Below are some of the ouputs of it that I found interesting and would like come clarification please.

No am I safe to assume that my wife's application in now under process? The thing I don't understand it that, I got the notes today October 10, 2013 1:00pm EST time. The updates in the notes are in New Delhi time so they were working on my file yesterday and it was in notes today??

Also my ecas has NEVER changed from application received never even showed medicals, always "we have received your application on April 17, 2013"

Happy to at least find out that interview is recommended for waive and they have received passport and medicals passed ;D

hoping from above info it means file is in process, can anyone confirm??

Where does it say interview waived? Under notes ?
I have same time frame. Eligibility says : Recommend Passed like yours.My GCMS notes doesn't mention interview waived, only says ****Recommended Waiver ****
Does it say under note 1 that file has been been forwarded to officer ?

- Looks like your file is on track and should get in process very soon on e cas.

wow we have the same timeline .....awesome to know these guys are workin on our files I think u are abt to get good news your file seems fine no issues...u have big chances to get inprocess by next week.......im sure before oct many ppl will get dm.......wish u all the best

Yes under Notes 1 it says ****RECOMMENDED WAIVER****. Remarks: File, supporting documents and photos reviewed. The PA and sponsor are compatible in all aspects. The wedding appears to have been performed in accordance with cultural norms. In view of the satisfactory evidence on file, the relationship appears to be genuine. Interview waiver recommended. File sent to officer for review

yuh it has been forwarded and the notes 1 date is 2013/10/10 2:37pm New Delhi time
both our families were there at every ritual
