I am a pr resident and I wish to get my brother on student. Will my brother get study permit

Brief abt my brother- he has 10th standard pass with 45% and aged 26years
  1. Can he study in school and which school will offer him permit in Toronto?
  2. Can he get study permit in Any colleges in Toronto.
  3. What courses are suitable or available for 10std with 45% and which colleges are suitable for his situation
  4. What could be the fee? On an average
  5. Yet to take IELTS
  6. Can I be his sponsor for education and what do I need to prove?
  7. Any course is fine not particular
  8. Can he work if he gets study permit
Reply will be greatly appreciate
Please help me choose the best possible option I’m confused

1) His grades are bad. Maybe some college can give him admission but i am not sure about any University.
2) First he has to get admission and then, if the visa officer thinks he is here to study, then he may approve him but his grades will negatively affect his chances and the fact the you are already in Canada because now he has a tie in Canada and a motive that he may not return.
3) There is no specific reply in my opinion. Just email the colleges and ask for their input.
4) Colleges are cheaper. Maybe around 10k but the fee for Universities start at 20k though there are some colleges that are expensive too. Again, check on the website of the college to confirm.
5) He should try to get 7+ in order to compensate for his grades.
6) Yes you can be his sponsor but it depends on the visa officer. He may think that your brother wants to settle down and you'll help him out since you are already there so it makes his ties weak with his country of residence.
7) Again it is his choice though Engineering and Math courses would require high marks.
8) Yes he can work up to 20 hours a week if he get approved.

His age and education are the greatest hurdles since no wants to get a diploma at the age of 26 apart from those people who want to settle down and visa officers are well aware of this. I don't know much about the education system in your country but he should have at least high school education otherwise the case would be weak.

Yes apply with good ielts score,a good sop with showing strong ties to home country.
