a friend of mine from TOGO (west africa) living in TOGO just got Quebec selection certificate and applyed for resident permanent visa and it turns out to be that he sent the package at the wrong address (because he just got it bact today).

he sent the package at this address:
HAUT COMMISSARIAT DU CANADA
SECTION DE L'IMMIGRATION
C.P. 1639
ACCRA- GHANA

Is anyone outhere who can provide us with the right one???

As far as I can see, he did send it to the correct address. The instructions for Quebec skilled workers state that he should send the application to he visa office responsible for his country:

You must submit your application to the correct visa office. That is the visa office that serves your country of nationality or the country where you have been legally admitted for at least one year.
If you look to http://www.cic.gc.ca/english/information/offices/index.asp to find the visa office responsible for Togo, it says Togo applications go to Accra and if you click on Accra, you get this:
