To obtain this form, you must send:

rolled and flat impressions of all ten fingers taken with black ink
full name, date of birth and sex of the applicant

the signature of the officer taking the fingerprints

If you are in:

Canada: Please contact a fingerprinting agency, or go to the closest local police station.
All other countries: Please go to the closest local police station. (In some countries the Mexican Embassy or Consulate will be able to assist you)
2) Three photographs of the front, and three of the right profile: passport size (With no makeup, earrings, glasses, beard, moustache, sideburns—no exceptions)

3) One legible copy of your passport’s bio-page (the page where your picture and full name appear).

You said you traveled several times to Mexico, how long did you stay for each time and in total? It could be that given the amount of time you have spent in Mexico while visiting, they have decided they need to assess your eligibility by requesting police records for Mexico. While the requirement for police certificates says "You must obtain a police certificate from each country or territory where you have lived for six consecutive months or longer", that does not mean they might not think they should ask you for one if you go to a country for less than the 6 months.

For example, say you spent Jan-May 2011 in Mexico, then returned to Costa Rica for June-Aug 2011, then went back to Mexico for Sep-Nov 2011 and came back to Costa Rica Dec 2011. Technically speaking, you have not spent 6 consecutive months in Mexico. However, looking at the entire year, you have spent 8 months out of the last 12 in Mexico. So they will ask you for a police record for Mexico based on the overall view of your background, not on the technical aspect of the requirement for the 6 months to be consecutive.

Even if my scenario is way off-base, depending on your travel history, maybe someone has the same name and they need to make the distinction, you don't always know the reasons why they request information at CIC (and they are not obliged to tell you, either). Your only worry as an applicant is to give them everything they require as and when they require it.

yep, it's based on your travel history. we had to do that as well for 2 countries my husband's never lived in, but travels to quite often. That's their reasoning. You can't fight it, you just have to get it done or you'll never get your visa. Do it asap cuz sometimes it takes awhile! =)

Hmm..think you need to check with the Mexican authorities -- We had to get numerous fingerprints but we had to collect them ourselves, then mail them to the VO. This meant going to each country individually and getting fingerprinted then waiting a week to collect them again - was a pain! but check with Mexico, maybe they do things differently! =)

when you go to the police headquarters in mexico to get fingerprinted, did you ask them how long they would take and if you needed to go back and collect them in person or if you can get them delivered to you? When you submit them to your VO you need to accompany them with your file number, your client number, your sponsor's name, etc....Just to make processing easier for them. You don't want them guessing.

hello my friend thank so much for sharing info, here is what I did, It says on the Canadian immigration web that I was requested on get the Mexican finger prints and the whole process was easier than I thought Just went to local police department in Costarica, they took then on specific forms that are just for mexico, then today I´ll be sending them to the the Canadian embassy in Mexico and they will work them for me once done they will be sending all results to the office taking care of my case in Guatemala, I´ve enclosed my file and client number for easy verification and the best no payments where required pretty much the same procedure for the FBI ones ;D
