help needed re age /point

first thanks ahead for all those who contribute to this blog your help means a great deal for us here is my question am 52 (MBAfrench and english) and my wife 44 (main apllicant english only MBA) 3 kids 7-10-11 all perfectly dual language we met the required 67 points to enter the draw but we have to decide which province to move to (we want quebec but it is not an option on the entry as we know)
all other criteria are ok financial education only age is playing against us and we are not getting any score above 375 for the selection knowing that for most draws scores are line 425-500 so my question
which provinces are more lineant in their points requirement to maximize our chances ( i have been told nova scotia and saskwatchan might be more flexible and offer french as second language and is ontario an option?)
if we select the above are we allowed after entering their port to settle in quebec? I really appreciate the support as we need to fill the choice today to enter next week draw

it's not available for express entry but quebec has its own immigration system, did you look into it? just because it's not through the "general" system doesn't mean you can't go that way especially since you seem intent on heading there
