Help needed- ECA in cic vs education defined in PNP

Hi people,

I have a question related to education level.

I have taken points in my CIC account for bachelors degree since i have got an ECA report for it.

Now i was nominated by Saskatchewan EE stream wherin i have taken points for my masters degree and SINP did not ask for masters ECA report.

The question now is, since i am nominated and have got the 600 points, can i just proceed to apply with CIC using bachelors for which i have ECA. I was already meeting cic criteria for fSWP using bachelors. Please guide me.

Cic site says:

You need an Educational Credential Assessment if you:

• are being invited to apply under the Federal Skilled Worker Program (it will tell you this on your invitation letter) and you were educated outside Canada, or
• were awarded points for your foreign education (no matter which program you were invited to apply under)

For second bullet does it mean if i got pnp from sinp using master degree, then i have to still get an ECA ?
