HELP** Medical Exam for kids with only Birth Certificate

Hey there,

I explained on another post a problem that I have with hubby sponsorship.

He has a child that he needs to bring to the doctor (which he can, there is no problem with that) but they ask to have a passport (the kid doesn't have.The kid won't get residency and we have no plan to bring him to canada for now. the mom has custody of the kid) The mom refuses to sign the passport demand. On the Panel member Handbook Point 4 it says that birth certificate is sufficient for identification of kids minors of age

We showed this to the doctor so he did the exam with the child. But he couldn't send the results through the system as it needs a passport number... Doctor said if we dont provide passport number he will delete the exam.

Anyone had a similar situation? How can we send the result to the government in this case?!?! Or is the information in the Panel members handbook outdated??

Any ideas would be really appreciated!
