Dear seniors
I have one friend in Vancover.He is a married man and even he has kids In his country.But he has girlfriend living together here and she is canadian.So if he marry to that girl, he can also became canadian or CIC knows refused him.When he applied work permit outside canada that time he includesd all his family members.

He can't marry his girlfriend in Canada until he divorces his first wife. If he marries his girlfriend before divorcing his wife, CIC will not recognize the marriage.

In order to sponsor him for PR, he and his Canadian girlfriend must either be married or common law. Common law means they have lived together continuously for at least one full year.

As scylla mentioned once he lives with his girlfriend for 12 months they become common-law, and she could then sponsor him for PR. In this case it doesn't matter if he's still married to someone else.
