It means that at this point, the `proof' that you submitted with your application hasn't convinced them that your relationship is genuine. You must now send whatever you can find to help them understand your relationship.

like what ? letters ? i dont get what they need.
 
I would say any proof of ongoing relationship that you have. Photos, letters, bank statements that have both your names on it or that show transfer of funds between the two of you. Emails, skype logs, phone bills. Anything you can think of that will add to your case that your relationship is genuine. Good luck.
 
letters what kind of letters?
 
If you have sent letters to each other that would be proof. Maybe letters from people who know your relationship and can speak to how genuine it is.
 
we did send from his side his mom and best friend wrote solem declaration certified by the state telling them about our relationship.
 
This was posted from someone who needed to send extra information:

1. Certificate of Marriage.
2. Lease Agreement.
3. Letter information joint bank account.
4. Banking joint account statement
5. Letter from our membership on the gym
6. Bill energy
7. cable statement
8. cell phone payments husband.
9. cell phone bill
10. Reservation from one of our trips
11. Text messages between us from 2011, 2012, 2013 and 2014.
12. 3 Letter's from friends.
13. Letter from my parents.
14. some new pictures and some of the ones i already send the first time to them.
 
the letters do they need to be certified by notary?
we dont have any bills together .
so i need to resend the certificate of marriage?

Seeing how your application just reached the visa office, I would re-send everything. Also order GCMS. It looks as though they can't find any relationship proof you sent them. Also ask yourself, with 100% certainty, did you include them with the application in the first place.
 
OK. I thought you were an inland applicant, but I guess you applied from Rome? What kind of things did you include in your application to proof your relationship is genuine?

I think either they didn't receive your proof at all, or they are not happy with the proof you sent them.
I would call them or order GCMS notes to find out what is missing from your file.

Official letters, such as medical exam, police certificate, identification should be certified by notary.
I don't think you need to get the letters from friends, parents or bank statements get certified.
 
no i am an outland applicant sponsoring my husband i am in montreal.
yes i applied pictures,2 official letters from his mom and best friend stating our relationship,a paper from my college in the past that i had him in my emergency contact back then.

I'm not an expert, but I would think this isn't enough proof... (There is a chance that they lost this proof but I would think maybe this just isn't enough proof).

Ideas of what to send:
- Letters from each of you, explaining your relationship, history/timeline
- 2-3 letters from your side - your family, friends
- Proof of all the times you have visited him (plane tickets, passport stamps, etc.), times he has visited you, vacations you have taken together
- Proof of communication (phone bills, screenshots of Facebook messages, emails, letters, cards, Skype) (Here I think go for quality over quantity - I showed screenshots for a rough idea of how often we communicate and only some relevant conversations - our plans for the future, showing of emotional support, etc.)
- Any money transfers between you guys - do you help pay for your dog in Athens?
- Wills, life insurance policies
- Were the photos clearly labelled and explained? When was the photo taken, who is in it, where are you?


Although this took FOREVER, and there must be an easier/more efficient way to do it - what I did was, I made a relationship timeline in a word document that I converted to a .pdf to print out.
- I had my timeline on the left, with year, month, days and put any proof on the right
- I started when we first met, with just a short sentence
- Then I included screenshots of my inbox with all the emails from when we first started communication
- On to our first trip together, etc For each trip, I only included one or two photos - us in front of the most well known-land mark, something that proved we were there
- Maybe then I put in a Skype convo - talking about the future
- Next trip, etc.
- I included screenshots, but then behind each sheet I would include any original documentation - boarding passes, bank transfer receipts, pictures, etc
