I am an intl Full time student in canada since fall 2018. My new program started from fall 2019 and I failed a course and have to re take it next year (fall 2020) please tell me about how much I can work or cannot work during repeating that one course and the months prior to that?

Assuming the program is scheduled to finish May 2020 but you won't finish until Dec 2020 because of your failed course, then you are not allowed to work at all beyond May. It is no longer scheduled breaks in your program.

Everyone tells me different things so hence i am confused. Some say i can work part time if i have been a full time student before that

You don't get extra time to work in Canada because you failed a course. Your program officially ends May 2020. Summer is an unscheduled break and fall is part-time.
