HELP!!!!! Is backlog reason of rejection under General catagory ....?

Is backlog reason of rejection under General catagory i had completed my diploma computer engg with 55% with 13 backlog,i had applied before Under SPP program and i had got rejection,so plz help me dat can i apply nw 4 general catagory or its a waste of money...?
