Well, that is what I would have done if I was responsible for his case.

I have the fax and phone numbers to get straight to the CIO so I wll try to resolve it like that.

You can do all of the above.That is also an option.
The first application that was submitted will be handled first. If they charged the card you cancel the payment on the second.
There will be roughly a month delay between the two files.Even if they charge you twice it is not the end of the world.
You will get a refund.
