Help! Have you previously applied to enter or remain in Canada? (Maybe?!)

My daughter is currently in the Express Entry Pool and hasn’t received an ITA yet. We are planning to visit Canada on holidays for a week and as Australian citizens, we need an ETA for entering Canada as visitors. Can my daughter apply for an ETA and what should be selected Yes or No against “Have you previously applied to enter or remain in Canada?”
