Help: Father has been waiting for a decision since Oct 2019, got MP involved no changes, he applied in the paper, no reason for delay except un ordinary case , he has NO criminal records,
the lawyer said this could cost up to 8k and we don't have that money.
any advise on drawing the application and applying again helps?

Applying again does not help in such cases. It might get stuck at the same place where it got stuck now.
Better would be to take help of MP, call IRCC and raise webform request. You have to keep doing it till you see progress.
Also request for GCMS notes and see what is currently blocking the progress.
If you have connections get the media involved.

Lawyer is the best one but as you already said it's a costly affair.
