Just got this email from the VAC (we submitted our passport a few days ago)

Dear Applicant/Cher(e) Client(e),

We would like to inform you that your processed passport has been dispatched from the Canada Visa Office, on 13 Nov 2014 to the Canada Visa Application Centre.
You can track the status of your application through our website mentioned below using your tracking number

Does this mean the passport is available for pick-up at the VAC?

No, it was sent from the Visa office, it hasn't arrived at the VAC yet.
