Hi, I'm currently on visitor's visa in quebec and planning to apply for a study permit in a consulate in US. Should I send my application in the consulate in New york city or in Buffalo? I mean, can I just send to the one I prefer? Or I should send to a specific one? If I can choose, which one is better in terms of the approval statistics?
