I don't know how you got that idea. If your reference letter states that you started work on December 1, 2012, then there is no way you can reach 12 months experience before December 1, 2013. Because you seem really keen to send this thing and not re-take IELTS or CELPIP, it sounds like your only option is to get a reference letter dated December 2, 2013, and also to FedEx your application package so that it arrives on December 3.

You could sit the CELPIP-General instead and the next time in your city would be in January.
The only problem resists that you will know about rejection in, say, late January... And you may miss exam on March as well... Add couple of weeks to get your package back. Wait for new PCCs...
