If you just applied for an inland spousal sponsorship two weeks ago BUT mention that you were denied a work permit then you are confusing two processes. Simply submitting a spousal application doesn't immediately entitle you to a work permit. The spousal application has to be approved first - until then you don't get any benefit from the spousal sponsorship.

As others have pointed out families of international students are not guaranteed SOWP. Once you have pgwp, a job in not 0, a or B and 3 pay stubs your husband will get approved. Up to you whether you try again while still a student.
