Hello everyone please I need help application was returned just for class 4

Iam sponsoring my spouse from outside Canada it mean Iam in but she is living outside of Canada.
My application was returned because in the checklist say 4.class of application there is 3 mark which one I should in the is 3 part which one I should slecat please and thanks :'(

If your spouse is living outside canada then u will select option 2 which is family class ..
