If I made my landing in Ontario and then returned to my home country, but then later upon returning I choose to go to a different province, such as Alberta; do I get health card right away or do I wait 3 months. I had not applied for health card in Ontario previously.

For Alberta, you can get health card immediately.

For Ontario, you will need to show papers for house you purchased or lease agreement/rent receipts proving you spent 3 months in the province. After three months, the card is delivered to the address on the documents.
 
For Alberta, you can get health card immediately.

Unless she is in the end of the last trimester you don’t see a doctor very often in Canada for a pregnancy unless there is a problem or you’ve been identified as high risk.

Can the treatment be done before heading to Canada? It's much safer to have it before her flight. And how would she get treatment so soon. Have you already found a family doctor for her? I don't know if any treatment can be done so soon after she moved because they cannot secured an appointment (e.g. for any procedure) until she is in Canada and registered in the system. Normal pregnancy do not require very frequent visit to a doctor.

Sounds like a first pregnancy at a very early stage and they likely are unaware that there are very minimal appointments for pregnant women especially early on in the pregnancy except if something goes wrong like heavy bleeding/ miscarriage, hyperemesis gravidarum, pregnancy as a result of fertility treatments (many of the appointments are not covered and are done at the fertility clinic until the end of the 1st trimester) or high risk due to certain maternal health issues. You are just left on your own to allow the fetus to grow.
