Haven't Received GIC iCard. Is this a Problem?

I bought a GIC certificate, and then later on they sent a letter to my house which contained my PIN number. In the letter they also said that my iCard will be arriving in another letter to my house. It's been more than a month and it still hasn't come.

Will this be a problem? Will it cause problems later on if I ask them for a refund or something? Does it usually take a longer time to come?
