Have some imp queries related filling for Study permit visa !

Hi ,

I had applied twice for study permit for May 2017 intake but got refused with same reasons as they usually give to others in the 'Other' section. I am applying 3rd time with same no of documents,t I needed a quick guidance for the following questions if any one experienced can help me with the following questions I have :
1.Whether I should submit only the refusal explanation letter separately and SOP separately or only refusal explanation letter is sufficient, I asked IDP last time but they didnt guide me correctly as usual.
2.How many pages of Refusal letter is needed to be written and for SOP each

Last time I had submitted SOP and Visa refusal letter explanation also of 2 pages each. But I am confused why we are writing them separately and of how many pages each

Have you obtained your GCMS notes to see the details of your refusal? If you haven't, you should do this before you apply again. Submitting the same documents again after being refused twice doesn't make sense.
