I completed my Ph.D. in Canada and had Masters and BA outside of Canada. I plan to apply for Canadian Experience Class /Express Entry. Do I need masters and BA credential evaluation /assessment through WES or as my highest degree is in Canada I can just use it for my application.
Since your highest degree is in Canada, you can just use that.

It all depends on when the MBA and BA were done. Were they done before or after your last work experience. If you have no experience, I'd suggest doing the WES evaluation as you will to explain the reason for the GAP.

I am currently on Post Graduation Work Permit, I have full time job. My plan was to wait until I get 1 year work experience in Canada and apply right after through Canadian Experience Class.

I you are getting enough points to apply for Canadian experience class without showing those courses, then there is no need to do WES. But if you are only able to get enough points because of showing one or either of those courses, then you have to do an evaluation. Evaluation can take minimum of 45 days to a maximum of any number of days (6 months in my case).
