For the question in the application that asks me if I applied to CIC before, do I answer with yes if I made an Express Entry profile previously? Or can I answer with No?

You have applied if you have complete and submitted post ITA application along with the applicable fees. if you have just created an ee profile then answer is no.

To further add to this, if in the past you have applied for visitor visa, student or work visa, then you also have applied to CIC.

So basically if you ever have paid any sort of fees to Canadian immigration then you have indeed applied to CIC.

I said no though as I though this is for pr and citizenship only!

So since I already put Yes in my profile back when I was first creating it, would it be bad if I went ahead and changed my answer now?
