has valid OWP while outside Canada, which application should I apply to re-enter

I have a valid SP
My wife has a valid OWP, but she went to our home country to visit her relatives,
to re-enter Canada, should she apply for TRV or OWP application ?

Has her TRV expired? If yes then she needs to apply for the TRV.
