The PPR is literally that - the passport request. If they already have his passport, no need to request it. As others have said, take ecas with a grain of salt, some VOs update it religiously, others couldn't be bothered. However, the PPR also includes a line where they request some brief info like height and eye colour, and also includes a request for photos for the visa. For applicants who are visa exempt, they could very well just issue COPR without any further communication, but since you're with the Jamaica office, I'm assuming he is not visa exempt? In which case, they would likely send you something just requesting those final details. It is a good sign that they kept the passport after the interview. Most officers know by the end of the interview whether they're going to approve you or not, so I doubt they'd keep the passport if they didn't feel they were likely to issue the PR. Good luck!
No Jamaica is non visa exempt...and as far as the photo's etc....they already have those as well...everything is in place as far as small details...so I'm crossing my fingers. toe's legs, pretty much everything that can be crossed.....lol Thank you for you input princess I appreciate it :D

As someone previously said, don't put too much trust into what ECAS says and don't worry about not seeing it change to "In Process". My partner's went straight from "Application Received" to "Decision Made", never saw "In Process" at all.

My wife had her passport and COPR for a week before her E-cas changed to decision made. E-cas is a joke. You and/or your spouse will be notified by email long before E-cas tells you anything.

Long delays are probably due to the strike.

Well, to be fair, before the internet the immigration process was MUCH simpler. My dad sponsored my mom in the late 70's, and he pretty much filled in a form saying "she's my fiancee, I want her here, will marry". My mom came up, they got married two months later, and she got her PR. Easy as pie (is pie really easy???). Back then, you could actually just fill out the forms and get through, real simple.

Back in the 70's everybody was about peace and love..and they probably didn't have all the security risks and all that...some security risk but not as many as there are now...and most of the marriages were legit, meaning someone wouldn't marry just to get in the country (divorce rate was low to nil in the 70's...and if they did have relationship issues, marry jane would take care of those REAL quick!!!...LOL
