Has anyone succeed after getting Procedural Fairness letter? (TRV)

I would like to know your experience regarding this matter. Specifically, if anyone has succeeded (getting the TRV approved after responding the Procedural Fairness letter from CIC) when answering wrong this question: Have you ever been refused a visa or permit, denied entry or ordered to leave Canada or any other country?

I am still writing the response, but I don't feel confident about it.

To the best of my knowledge, no one has been granted a TRV after getting a Procedural Fairness letter. In the best of cases, the TRV was refused (without a 5-years ban).

I suggest you prepare the reply in the best possible way that you can. Hopefully, your sister will only be refused for the TRV
