Hacked - Email associated with DC-160 was changed

Hello,

A friend of mine was compromised and the hacker has managed to change the email and password associated with her DC-160 number so she has no way to access. Now the hackers are requesting ransom money to give back the email and password. She is having trouble getting help to address this. Any suggestions?
