Very dependent on the grounds for H&C and the person's current status in Canada.

A bit confused as to why you have applied for H&C when you have many other options to secure PR if you are currently on PGWP.

No work experience + No French (residing in Quebec) + many other factors,,,,

You seem to have considered CEC? That would be a much safer option although you would have to move. Your posts mention that you had a job. It also seems as though your child may live outside of Canada. How long do you have left on your PGWP?

For CEC, I wasn’t able to get the IELTS score
My children with me here in Canada
2 years left in PGWP

Practice to increase your IELTS scores. H&C isn't guaranteed meanwhile you have 2 years left on your pgwp and time to improve your ielts scores.
