You can check your application online..or you can call ircc ..when did you apply..leaving country will not be good solution but your application will not close.better check with your lawyer.

Where do you call, could you give me the link for IRCC contact information? Also what if I got AIP when I am outside of the country, how would I come back or even apply for PR? I don't have a lawyer I can't afford one unfortunately.

When did you apply for H&C? In or out of Quebec? As of right now your H&C will continue to be processed while outside of Canada but processing could take decades depending on when you applied. Leaving will weaken your case. That said H&C is likely to go through significant reforms after bill C-12 passes so there is a very good chance the whole thing program could be cancelled.
H and C has not changed significantly, and we are still waiting for the upcoming reforms, likely removing cases not involving BIOC.
There was very little movement of applications until the very end of the year, many more refusals that are showing up as JRs that would likely have been previously approved, removals while H&C are being processed, etc. That is very different than a year ago. Too many cases would fall under BIOC so still believe program will be eliminated and restarted.
Essentially also telegraphing that H&C for parents is almost definitely off the table. Although I still believe the program is such a mess IRCC has no option but to start from scratch.
My application is in progress for more than 30 months. What you say they will cancel/return my application and start from scratch?
No one knows for sure, but it's a possibility. And the policy makes it sound like there will be no option for parental H&C.
Won't hold many opinions here. If IRCC is still back-to-back 5k and 8k CEC draws, which don't make any sense - you won't know where they'll skew with any program. Hopefully, sense prevails within H&C and applications aren't cancelled like that.
The IRCC CEC draws make sense though. Extremely common for larger CEC draws to be made at the end of the previous year and the beginning of the year to set up to be processing that year. The CEC backlog is also extremely small so they need to make some larger draws. The draws will get smaller soon and there will likely some more larger draws mid year to try meet CEC targets for 2026. By the fall there are typically smaller draws until bigger draws start up again at the end of the year.
