a. Is the spousal sponsorship application by a Canadain citizen expedited and easy when the marriage is done in Canada as compared to India? Means the boy comes to canada on student permit and then marries in canada versus marriage takes place in India and documents submitted.

b. Can the boy whose sponsorship (by canadian citizen) for PR is in process get an open work permit and how much time it takes to obtain such a permit? If the boy is on the student visa or visitor visa.

a. not necessarily. It depends on the circumstances surrounding the marriage. There is no general rule.
b. The boy can make an application for an open work permit by including the application form along with the PR sponsorship and application. It takes . . . who knows now . . . about 2 or 3 months under normal circumstances.

a) No. It's not expedited.
b) Yes, they can apply for an open work permit along with the sponsorship application. Right now it's taking 4-5 months at a minimum.

Another though, will the wedding be different in India vs in Canada? The cultural norm for Indian weddings are large and last for days (if I got this correct but as many told me India is big and so it's hard to generalize).

Specially for arranged marriage, if the wedding in Canada is going to be a just signing the certificate with a few withnesses, it may not fit the cultural norm as viewed by visa officer.
