Guardianship of Pakistani Baby

Hello Everyone

My wife and I (both Canadian Citizens) have taken guardianship of an infant boy from Pakistan whom we intend to adopt once we are in Canada. The Pakistani process has been completed and we have sent all of the relevent documentation to CIC Islamabad 2 months ago. We are currently awaiting a medical form.

Is anyone familiar with the timelines to recieve a PR for adoption/guardianship cases in Islamabad?

This is what i found on adoption for a child outside canada.

Before you apply
In all international adoptions there are separate processes:

•the adoption process; and
•the immigration or citizenship process.
You need to understand both of these processes.

You and your adopted child must complete both processes before you can bring the child to live with you in Canada.

The adoption process
To be eligible for an international adoption, you must meet:

•the adoption requirements of the province or territory or the country where you live, and
•the adoption requirements in the child’s home country.
Provincial and territorial governments are responsible for adoptions in Canada. If you live in Canada, your first step should be to contact your provincial or territorial government office to get information about adopting a child. See Provincial and territorial government offices in the Related Links section at the bottom of this page.

Some provinces and territories use licensed agencies to handle most of the adoption process. Your provincial or territorial government office will tell you if you will need to contact a licensed agency.

If you want to adopt a child from a foreign country, you must obey the laws of that country about adoption. Make sure you understand the laws before beginning the adoption process. Your province or its licensed adoption agency can advise you on these requirements.

The Hague Convention governs international adoptions in many countries, including Canada. Your provincial government office will explain the requirements if your adopted child is coming from a country that follows the Hague Convention. I assume you have had a home study done in Canada? As there is no adoption in Pakistan, and assuming the child is under 18 and the home study has been done in Canada, the process is fairly quick as there are no security checks and if the child is under 11 a pretty minimal medical exam.

We are currenlt in the immigration process stream as Pakistan does not recognise adoption, only Guardianship. We have met all the requirements of both Pakistan and our home province. We are more curious as to the timelines involved as the CIC does not post specific timelines for adoption cases. A few years ago Stephen Harper stated that CIC would make adoption a top priority. I am hoping that this is still the case.

Considering that some of the people on this forum have been waiting years for their files to be processed, can you give me an idea of what fairly quick may be? 2-3 months? 1 year?

Yeah i read that they were making it a priority for children adopted internationally in grief stricken countries like Haiti,china,for example straight out adoption or guardian ship they are not making priority.And as for time lines on a regular adoption (unless your Madonna)its a regular and i have no idea the timelines i guess you could contac the office in the province you live in they will better tell you.

Probably 3/4 months.

I've contacted the office, the CIC call centers and attempted to speak to someone in the embassy in Islamabad.
People here have deferred me to Islamabad, and the Embassy in Islamabad does not appear to reply to requsts for timelines. It's been 2 months since we've submitted our paperwork to Isb CIC. Is it too early to contact our MP? Also, someone once told me that CIC does not like MP's contacting them and it may slow down you process, is this true?

I have not heard that they dont like MPs calling them.And PMM said three to four months so give it a couple more then call the MP to help.

I have heard this also, but only after asking our MP for assistance and it did, indeed slow the process.

My wife and I are looking to adopt a child from Pakistan as well. Did you have to go through an adoption agency or did you just arrange the guardianship on your own since in Pakistan they do Kefala as opposed to adoption?

If you did it on your own, were there any issues in bringing the child back into Canada?
